industrial programs.
In addition to educating policy makers about the diversity of efficiency programs, the report
illustrates how energy efficiency programs benefit consumers by lowering energy and operating costs,
reducing energy use, and improving working and living conditions through advanced technology.
The report exemplifies how energy efficiency programs aid individual residents, small
business owners, industrial facilities, and larger communities.
The report profiles the residential, commercial, and industrial sectors, highlighting a cross-section
of energy efficiency programs. For example, the report includes PG&E's Energy Partners
residential program to help low-income customers in California reduce their energy bills through
upgrades and repairs, Seattle City Light's commercial Smart Business Program which provides financial
incentives to small businesses to install high efficiency lighting equipment and California's Asti
Winery which partnered with the Savings By Design program to include highly efficient technology in
a major facility expansion, significantly reducing operating costs in the process.
In 2008, electric and natural gas efficiency programs existed in thirty-eight states and the District
of Columbia. Despite recent increases in energy efficiency investments at the state and
regional level, additional funding is needed to realize the vast economic and environmental
opportunities available.
