Stephen Piper

Senior Project Manager

Steve is a Professional Engineer with over 30 years of experience in industrial air quality management. He is MJB&A's prime contact for regulatory policy evaluations and emission control strategies for the industrial sector.  Industrial sector work includes: new source permitting, development of Title V operating permit strategies, implementation of record keeping, monitoring and reporting procedures, performing compliance audits, and feasibility studies of emission control alternatives. Efforts also include negotiating settlements of compliance actions and development of environmental management systems.

Prior to joining MJB&A, Steve first worked for 10 years as a consultant to EPA where he conducted air quality regulatory compliance inspections at numerous industrial facilities throughout the U.S. Also for EPA, he provided more than 1,000 hours of instruction for training state regulatory air quality enforcement inspectors and has served as an expert witness during enforcement litigation for the Department of Justice. In his next 10 years Steve worked as a consultant to commercial sector clients conducting air compliance evaluations, air pollution control design, construction permitting, operating permitting and development of environmental management systems.

Steve holds a Bachelor of Science degree, cum laude, in Environmental Engineering from Norwich University and a Master of Engineering in Environmental Engineering from Rensselaer Polytechnic Institute. He is also a Registered Professional Engineer in the Commonwealth of Massachusetts and State of New Hampshire and is a member of the Air & Waste Management Association (A&WMA).

Steve is an avid runner and triathlete and also enjoys snow skiing, waterskiing and golf.
