Luke Hellgren
Senior Policy Analyst

Luke provides clients with analysis of regulatory and policy initiatives on energy and climate change issues. He also develops and contributes to technical evaluations, data processing tools, and GIS analyses that focus on costs, emissions, and trends in the electric, transportation, and other end-use sectors.

Prior to joining MJB&A, Luke taught physics to undergraduates and conducted academic and laboratory research on a variety of energy, climate, and sustainability issues.

With over 20 years of experience working in environmental and corporate strategy, Brian provides strategic advice on climate change and sustainability issues to MJB&A clients. His current efforts are focused on decarbonization strategies and the role of utilities, corporate sustainability strategy, and public disclosure. Brian manages MJB&A's Downstream Natural Gas Initiative – a coalition of leading natural gas utilities that collaborating to build a shared vision for the role of utilities and the gas distribution network in the transition to a low-carbon future.

Dana provides MJB&A clients with strategic analysis, project management, and technical support for mobile source emissions reduction programs. His mobile source project work includes evaluation and implementation of advanced diesel emissions controls, alternative fuels, and advanced hybrid and fuel cell electric drives, as well as development and implementation of diesel emissiona nd fuel economy testing programs for a range of onroad and nonroad heavy-duty vehicle types.

Since joining MJB&A in 1999, Paul has supported MJB&A’s growth in strategic transportation initiatives, managing complex, multi-faceted projects ranging from hybrid-electric vehicles and non-road construction retrofits to locomotive generator set conversions and marine repowers.

David Seamonds
Consultant

Dave supports MJB&A in the evaluation and implementation of emissions reduction technologies for heavy-duty vehicles, off-road equipment, marine vessels, and locomotives. Most recently, he has been involved with marine SCR emission testing, in-use data collection and analysis of hybrid school buses as well as installation support for locomotive diesel oxidation catalysts and auxiliary power units. He also provides technical support for industrial air quality management initiatives and projects.
