Luke provides clients with analysis of regulatory and policy initiatives on energy and climate change issues. He also develops and contributes to technical evaluations, data processing tools, and GIS analyses that focus on costs, emissions, and trends in the electric, transportation, and other end-use sectors.
Prior to joining MJB&A, Luke taught physics to undergraduates and conducted academic and laboratory research on a variety of energy, climate, and sustainability issues.

With over ten years of experience working in environmental law and corporate strategy, Carrie provides strategic advice on energy, climate change, and air quality issues to MJB&A clients. She advises companies on the business implications of regulatory and legislative proposals and works with clients to engage with state and federal policymakers.

Brian advises energy sector clients on strategy and policies related to climate change and sustainability. His areas of expertise include carbon offset markets and protocols, sustainability strategy, and the role of disclosure and public reporting. Brian’s current efforts are focused on the Regional Greenhouse Gas Initiative, natural gas distribution and methane emissions strategies and policies, and corporate sustainability strategy.

Rob has 25 years of professional experience working at the intersection of energy and environmental issues, with deep expertise in the electric power and natural gas industries, environmental policy, and clean energy. At MJB&A, Rob assists clients on a wide range of topics including climate and clean energy strategy, policy assessment, and market & scenario analysis. Rob leads the firm’s natural gas practice and works closely with clients in MJB&A’s Natural Gas Downstream Initiative and Natural Gas Supply Collaborative.
Senior Vice President - Technical Director
Dana provides MJB&A clients with strategic analysis, project management, and technical support for mobile source emissions reduction programs. His mobile source project work includes evaluation and implementation of advanced diesel emissions controls, alternative fuels, and advanced hybrid and fuel cell electric drives, as well as development and implementation of diesel emissiona nd fuel economy testing programs for a range of onroad and nonroad heavy-duty vehicle types.
Vice President - Technical Services
Paul provides clients with strategic direction towards designing and implementing emission reduction projects across all mobile source sectors. Since joining MJB&A in 1999, Paul has supported MJB&A’s growth in strategic transportation initiatives, managing complex, multi-faceted projects ranging from hybrid-electric vehicles and non-road construction retrofits to locomotive generator set conversions and marine repowers.
Senior Consultant
Steve is a Professional Engineer with over 30 years of experience in industrial air quality management. He is MJB&A's prime contact for regulatory policy evaluations and emission control strategies for the industrial sector. Industrial sector work includes: new source permitting, development of Title V operating permit strategies, implementation of record keeping, monitoring and reporting procedures, performing compliance audits, and feasibility studies of emission control alternatives.
Policy Analyst
Pye provides clients with analysis of regulatory and policy initiatives in the electric and natural gas sectors. In addition to work on air regulations, he tracks coal-fired power plant retirements and maintains MJB&A's coal retirement database. Recently, Pye has supported efforts aimed at better understanding methane emissions from natural gas systems and improving the methodologies used to estimate emissions from the industry.

Amlan Saha has a decade of experience in energy policy and economics, specializing in the electric and gas sectors. He has provided strategic advice to governmental agencies, companies, think tanks, and other organizations on regulatory matters and market structure issues of electric utilities, economic implications of environmental regulations, cap and trade system design, and wholesale electricity market development.

Dave supports MJB&A in the evaluation and implementation of emissions reduction technologies for heavy-duty vehicles, off-road equipment, marine vessels, and locomotives. Most recently, he has been involved with marine SCR emission testing, in-use data collection and analysis of hybrid school buses as well as installation support for locomotive diesel oxidation catalysts and auxiliary power units. He also provides technical support for industrial air quality management initiatives and projects.

Praveen Amar joined MJB&A in August 2013 as a senior advisor. He has over 35 years of experience in state government and NGO sectors in areas of science, technology, economics, and policy related to air quality management, air pollution control technologies, and climate change science and policy.

Eric joined MJB&A in the fall of 2012 in an advisory role on strategic planning and analysis for the electric and gas utility industry. He has over 39 years of experience in many aspects of the industry including: electric power plant operations, engineering and construction, strategic planning, electric and gas transmission and distribution systems, energy efficiency and renewable energy projects, environmental permitting, and environmental remediation of utility legacy operations.

Ted provides adept data and policy analysis on the energy sector, environmental regulations, climate change, sustainability, and business strategy. He works to offer clients meaningful insights into key environmental issues and intelligent solutions to challenges arising from a changing energy system.
Ted holds a Bachelor of Arts degree, with honors, in Physics from the College of the Holy Cross and a Master of Science in Environmental Engineering, cum laude, from Clemson University.

Alissa is a Policy Analyst at MJB&A and provides clients strategic consulting services to address energy and environmental issues for the private, public, and non-profit sector. Her focus areas include renewable electricity, electric transportation, and grid modernization.

Nicole provides clients with analysis of trends and regulation in the natural gas sector. She works closely with clients in MJB&A’s Natural Gas Downstream Initiative and Natural Gas Supply Collaborative. Prior to joining MJB&A, she worked with private stakeholders, government agencies and elected officials to develop an energy use reduction policy for all NYC buildings over 25,000 sq. ft.
