On August 5, 2021 the Environmental Protection Agency (EPA) released the proposed Revised 2023 and Later Model Year Light-Duty Vehicle Greenhouse Gas Emissions Standards (Proposed Rule). The Proposed Rule would revise greenhouse gas (GHG) standards for light duty vehicles to be more stringent than the existing SAFE Rule standards for model year (MY) 2023 through 2026. The EPA is proposing to increase the stringency of the standards from the average annual 1.5 percent increase in stringency of the SAFE Rule standards to a proposed 10 percent stringency increase for MY 2023, followed by an approximate 5 percent stringency increase for each MY from MY 2024 through 2026. This summary reviews: the proposed standards, including flexibility mechanisms; EPA's assessment of technical feasibility and costs and benefits of the standards; EPA's authority for the standards; alternatives considered; and other considerations.
