On July 18, 2019, Governor Cuomo signed the Climate Leadership and Community Protection Act that, among other things, increases the stringency of the state's long-term economy-wide greenhouse gas reduction goal to 85 percent below 1990 levels by 2050 and establishes a new goal to achieve net-zero emissions economy-wide by 2050. The Act directs the development of a scoping plan that identifies and recommends regulatory measures and other state actions that will ensure the attainment of the state's 100 percent net-zero goal and establishes a process for the consideration of the social and economic transitions needed to ensure that the state's most vulnerable communities are not disproportionately impacted.
